Qualitative Mappings

A new coding system was developed based on the qualities and flexibility associated with existing layer elements. Qualitative values were assigned to each layer element; the more flexible elements receiving higher values.

Purchasing [see the figures]

Funding to purchase plots was acquired through a 1% tax on tickets purchased for events occurring along or near the Platte River site. Plots were purchased and reprogrammed over a period of time.

Programming [see the graph]

Possible re-programming was based on a lottery survey asking the public where they would like to see the money for Great Outdoors Colorado allocated.
